Recent political disruptions in the Hong Kong Special Administration Region of China (“Hong Kong”) have reduced the confidence of the West that it would become just another Chinese city - no freedom and no property protection.
We must admit that the political “freedoms” have been significantly limited, such as the people in Hong Kong now nearly impossible to protest on the street against the central government in Beijing. However, if you are only seeking a low-tax environment and wealth protection, Hong Kong is still the city in 1997 when the United Kingdom returned the sovereignty of the city to China, and now offers additional political protection against the US and Europe.
This political protection is not offered by any other city or country in the world - not Singapore and Switzerland. Only Hong Kong dares to say NO to the “leaders of the world” with unlimited support from China - the No.2 economy and army of the world. When the governments in the US and Europe become more socialists and extremists, who would say that your wealth will be safe from skyrocketing inflations, high government spending, and increasing taxation? No place is better than Hong Kong for this perfect “hedge”.
Hong Kong is also one of the best jurisdictions in taxation. Hong Kong does not tax any income arising outside Hong Kong - what we call a territorial taxation system. Your income made in the US, Europe and any other countries (including Mainland China) is not taxable in Hong Kong. Even if your income arises in the city, the local tax authority only charges you at most 15% for employment income and 16.5% for business income, and Hong Kong does not tax any capital gain and dividends - whether it is earned by an individual or corporation.
Wealth or private property is fully protected in Hong Kong under the common law system grandfathered from the colonial past as well as the Basic Law, which is the “constitution” of the special administrative region. After a disputed National Security Law was passed in 2020, no private property owned by the West is ever limited or even confiscated by the government. Money is still freely remitted to and from any country of the world except those sanctioned by the United Nations. Foreigners are welcome to do business in Hong Kong. Business as usual.
