EU Reflections on the Pandora Papers

On October 3, 2021, the International Consortium of Investigative Journalists (ICIJ) released nearly 3 terabytes of client data related to tax havens, revealing how numerous wealthy individuals and prominent figures hide assets and evade taxes. This leak was dubbed the Pandora Papers.

On June 15, 2023, the European Union (EU) formally adopted a resolution titled Lessons learnt from the Pandora Papers and other revelations, reflecting on the incident and marking the EU’s long-term commitment to combating tax evasion. Given that the EU is one of the driving forces behind the Organisation for Economic Co-operation and Development’s (OECD) international tax reforms, this resolution plays a significant role in shaping the future of global tax policies. In this article, we will analyze the EU’s 18-page resolution on anti-tax evasion efforts, aiming to provide insights into the future of international tax development and reform.
